I have a question about these talismans. When one is leveled to completion, are the end skills based on what type of enemy you kill? Does it function like the Dragon Cloak in this regard?

It will have one of the skill groups randomly, same as the travesty masks as I know.

then does that mean if no skill is on it to start no skill will show up. as the trav mask come with skills pre set.

No I mean, it will have one of the skill groups randomly when you finish leveling it. They all have no skills on base versions as I know. And I think you thought it is like advancing the admiral hats with doubloons, since they have a base skill at start (like +1tactics&+1anatomy) but no :)
